House of Changes Awarded $250,000 Planning Grant for 54-Unit Mixed Income Housing Development in Norwich

Exciting News for Our Community

House of Changes is proud to announce that we have been awarded a $250,000 planning grant through the Community Investment Fund (CIF) in the City of Norwich.

This funding will support the planning of a 54-unit mixed income housing development at 57 Roath Street in Norwich. The project represents an important step toward expanding housing opportunities and strengthening neighborhoods in our community.

Supporting Housing and Community Growth

The grant is part of the Connecticut Community Investment Fund, a state initiative that invests in projects designed to promote economic growth, housing development, and community revitalization.

Through this planning grant, House of Changes will begin the next phase of preparing the proposed housing development, which aims to provide quality housing options for residents with a range of income levels.

Mixed-income housing developments help create stronger and more inclusive neighborhoods by providing stable housing opportunities while supporting long-term community growth.

Strategic Development Partnership

A project of this scale requires expert coordination. We are excited to share that RLJ Enterprise LLC, our for-profit entity, is leading the development efforts. By leveraging the specialized expertise of RLJ Enterprise LLC, we are ensuring that the technical and operational aspects of this 54-unit project are handled with the highest level of professional oversight.

Partnership with the City of Norwich

We are grateful for the leadership and support from the City of Norwich and Swarnjit Singh, Mayor of Norwich, who announced the funding as part of the City’s Community Investment Fund awards.

This investment reflects the city’s ongoing commitment to community development, housing access, and neighborhood revitalization.

Looking Ahead

The planning phase will include site preparation studies, development planning, and coordination with community partners to ensure the project meets the needs of Norwich residents.

The proposed 54-unit mixed income housing development will contribute to expanding safe, stable, and affordable housing opportunities while supporting the continued growth of Norwich.

House of Changes looks forward to working with local leaders, residents, and partners to bring this vision to life.
